Getting a driving licence in India has historically meant multiple RTO visits, long queues, and unclear processes. In 2026, the Ministry of Road Transport and Highways has digitised most of this process through the Parivahan portal and DigiLocker integration. You can complete the learner’s licence test online from home, book your driving test appointment digitally, and receive updates via SMS throughout. Here is exactly how.
Types of Driving Licences in India
Learner’s Licence (LL): First step. Valid for 6 months. Required before applying for permanent DL. Can now be obtained by passing the online learner’s test on Parivahan.
Permanent Driving Licence (DL): Applied for after holding a Learner’s Licence for at least 30 days. Requires a driving test at the RTO. Valid for 20 years or until age 50, whichever is earlier.
Commercial Driving Licence: For driving taxis, trucks, or transport vehicles. Requires a separate medical fitness certificate and additional driving test.
Step 1 – Apply for Learner’s Licence Online
Visit Parivahan Portal
Go to parivahan.gov.in. Click on ‘Driving Licence Related Services.’ Select your state RTO from the dropdown. Click ‘Apply for Learner Licence.’
Fill the Application Form
Complete Form 1 (fitness declaration) and Form 2 (personal details). Enter your Aadhaar number for auto-population of personal details. Select vehicle categories you want to apply for (e.g., LMV for car, MCWG for motorcycle).
Upload Documents Online
- Aadhaar card (identity and address proof)
- Passport-size photograph (white background, face clearly visible)
- Signature on white paper, scanned clearly
- Age proof if not using Aadhaar (birth certificate, 10th marksheet)
Pay Fee and Book Test Slot
Learner’s licence fee: Rs. 150–200 depending on state and vehicle category. Pay online via UPI, net banking, or debit card. Book your online learner’s test slot – tests are now available 24/7 on the Parivahan portal and can be taken from home or at the RTO.
Pass the Online Learner’s Test
The online test contains 20 multiple-choice questions covering traffic signs, road rules, and safe driving practices. Minimum passing score: 12 out of 20. The test takes 15–20 minutes. Questions are in English and Hindi. Study the official MoRTH driving manual available free on the Parivahan website. Passing rate for prepared candidates is over 90%.
Step 2 – Apply for Permanent Driving Licence
Wait at least 30 days after receiving your Learner’s Licence. Then return to parivahan.gov.in and select ‘Apply for Driving Licence.’ The system will link to your existing LL application. Upload the same documents plus your LL number. Pay the permanent DL fee: Rs. 200–500 depending on vehicle categories. Book your driving test appointment at the RTO.
The Driving Test – What to Expect
The driving test is conducted on a designated test track at most RTOs, or on public roads in some states. A licensed examiner accompanies you. Test typically lasts 5-10 minutes. You will be evaluated on: starting and stopping smoothly, turning, reversing, lane discipline, use of mirrors, and basic traffic rule knowledge. Automatic transmission tests are slightly simpler. Arrive 15 minutes early with all original documents.
Driving Licence Renewal Online
DL renewal can now be done entirely online on Parivahan if you are under 40 years of age and have no medical conditions requiring certification. Visit parivahan.gov.in, select ‘Renewal of DL,’ enter your DL number, confirm personal details, upload address proof and photograph, pay Rs. 200 renewal fee, and the renewed DL is processed within 7 working days. For drivers above 40, a medical fitness certificate from a registered doctor is required before renewal.

- Photograph not meeting specifications (wrong background, face not fully visible)
- Aadhaar address not matching intended RTO jurisdiction
